Police are powerless to stop a Dongguan man who has admitted to abusing and killing over 50 dogs from adopting more animals.

In November 2015, a man named Wang expressed interest in adopting a dog from a Dongguan animal shelter, but he withdrew his offer when he was told that he would have to sign a contract agreeing to keep the dog safe.

“He refused to sign the agreement that asks for a deposit and says we will visit his home later,” said a shelter volunteer named Lijian.” But he kept asking about adopting a German shepherd in online chat groups, which was weird.”

Barred from the shelter chat group, Wang later bought a German shepherd from a seller on the internet. Days later, Wang began sharing videos online that showed him beating the dog with an iron stick and shocking it with electricity. Lijian and other volunteers at the shelter saw the videos and immediately contacted police.

Shelter volunteers went to Wang’s house and found a severely mistreated dog trapped on his balcony, covered in feces, bleeding from its legs and with many of its teeth knocked out. The volunteers immediately removed the dog and took it to a veterinarian for medical treatment.dongguan animal abuserWhen asked why he would abuse an animal in such a way, Wang responded that it was “just for fun”. He also revealed that he has abused and killed over 50 other dogs.

Earlier this week, a video of a dog being dragged behind an SUV on a street in Shandong went viral on the internet. That dog died from its injuries. In both cases, the animal abuser is expected not to be charged with any crimes. “The legal response to cruelty in China has been ambiguous, and there is no legal punishment – only moral condemnation,” said lawyer Chen Wei.

At the present time, China does not have a national law against cruelty and abuse to animals.

The factory city of Dongguan in Guangdong Province was the scene of a cruel and horrific incident of animal abuse last week as a dog tied to the bumper of a pick-up truck was dragged to its death.

Mr Tan, the netizen who uploaded the photographs online, said the dark-green pick-up was traveling at around 60 kilometers per hour as it dragged the dog behind it on November 27. Tan said the dog was able to keep up with the truck at first, but eventually collapsed.

Other ewitnesses said the dog was dragged to its death, and that one of its legs was extensively mangled from being dragged.

The pick-up has Shenzhen plates and features the name of a Shenzhen-based company located in Bao’an District, signifying that the dog may have been dragged from one city to another.

The internet has lit up with many comments condemning the abuse. One person wrote, “I can no longer tolerate this kind of brutal behavior, dogs are our friends,” while another said, “People who intentionally abuse animals like this simply aren’t fit to be human.” Some people advocated for violence towards the animal abuser, like one person who said, “Go to hell! We should drag the driver behind the car.

This person said, “Terrorists, please do not kill any more good-hearted civilians. Instead, please kill these kinds of people that society won’t feel any pity towards! Deviants!!!” Another person suggested a simple explanation for this may be that “Maybe the dog jumped out of the pick-up, and its owner didn’t know.

Some people saw this as a failing of the government, saying things like “Where is the humanity? Such are the laws of the Celestial Kingdom (China).

The current status of the dog and its owner are unknown. Whatever the driver may be guilty of, it won’t be for cruelty towards animals as China does not currently have any animal anti-cruelty laws, though they are once again up for consideration by the nation’s lawmakers.

In September 2014, a dog was seen being dragged to its death on the streets of Shantou, Guangdong.

While festivals like the Yulin Dog Meat Festival continue to attract large crowds in neighboring Guangxi, a growing number of middle-class pet owners are the forefront of changing attitudes towards animal treatment throughout China .

As the PRD continues to grow, so too does the region’s rail network. According to the Longgang Transportation Bureau, a new series of railway lines will further link Shenzhen, Dongguan, and Huizhou. The project, which will begin construction next year, includes an eastern and a western line, and is expected to be completed by 2020.

The eastern line will start at a bus terminal in Dongguan – as yet unnamed – and travel through the Huizhou South Railway Station, as well as Shuikou, Longhu and Danshui ending at the Shenzhen East Railway Station in Buji.

The western line will start at Chenjiang Station in Huizhou, and travel through Zhenlong and Xinxu, ending at Longgang District in Shenzhen.

Upon completion of the two lines, eastern Shenzhen will have an impressive eight Metro lines and two intercity railways.

Also in the works are plans for the Pinggu Railway station to serve as a transportation hub for Huizhou, Dongguan and the Longgang District of Shenzhen. Renovations have already begun, and are expected to be completed by year’s end.

The fledging Dongguan subway system has suffered another setback after a massive sinkhole opened up that is close to consuming an entire building.

A sinkhole first appeared on August 12 near the Lianbang residential complex in Changping District during construction of the subway tunnel, but it grew dramatically today at 10:30am and now measures an estimated 300 square meters in size.

A worker underground at the time of the collapse was killed, the first known fatality associated with a sinkhole in Dongguan (though there have been many in neighboring Shenzhen). All nearby residents have been evacuated from their homes as a precaution.

Lianbang Plaza is population spot in Dongguan. The area around the construction and the sinkhole is the busiest in the area.

Today’s development is the latest in a series of sinkholes that have plagued Dongguan. On February 16, 2014, a sinkhole first appeared outside Lianbang Plaza, measuring 40 square meters is size and three meters deep. In June, another sinkhole appeared measuring 60 square meters in size and three meters deep.

Meanwhile, sinkholes have also been a mainstay in nearby Shenzhen, which has had four collapses just this year so far.

One week after being awarded hosting rights for the 2022 Winter Olympics, China has won the right to host another prestigious international sporting event: the 2019 men’s International Basketball Federation (FIBA) world championships.

Much like the Olympic announcement, China didn’t exactly have a great deal of competition — the only other country in the running was the Philippines.

Hosting responsibilities for the tournament will fall heavily on the cities in the Pearl River Delta. Guangzhou, Shenzhen, Foshan and Dongguan will host matches along with Wuhan, Nanjing, Suzhou, and Beijing.

This is only the second time China has applied to host the FIBA world championships, the first being last year.

The FIBA world championships are held every four years, and represent the pinnacle of international basketball competition. While the USA is the current reigning champion in every category, China is still well-represented among Asian countries, serving as the current champions for both the men’s and women’s under-18 and under-16.

Yao Ming turned up at the announcement to rally the Chinese contingent, as did sports legend Manny Pacquiao for the Philippines. However, it doesn’t seem there’s any stopping the presence of Yao, who is now two for two in securing international sporting events for China in the last ten days.

One man has been arrested by police after a panic descended upon Dongguan when a number of drinking products sold at local convenience stores were found to have been injected with rat poison, resulting in one death so far.

Green-colored drinking boxes of Laowangji tea were taken off store shelves in the city after four Dongguan residents were taken to hospital for treatment after consuming the drinks.

Siblings Xu Li and Xu Chaoye had bought Laowangji drinking boxes from an unknown convenience store on Bada Road in the city’s Guancheng District at 3:50pm on Thursday. After drinking the tea drinks, the pair exhibited symptoms of dizziness, nausea, twitching of the limbs, and foaming at the mouth, and were transferred to the Dongguan People’s Hospital at 5:50pm.

Elsewhere in the city at 8pm, husband and wife Mo Jianji and Yin Guiliang had purchased Wanglaoji drinking boxes from a Meiyijia convenience store on Chuangye Road, also in Guancheng District. After developing similar symptoms, the couple were transferred to Puji Hospital for treatment at 10pm.

At present, both Xu Li and Xu Chaoye are unconscious and in critical condition, whereas Mo Jianji and Yin Guiliang are described as not being in life-threatening danger. All patients are currently held in their respective hospital’s intensive care unit.

A fifth person is also suspected to have been poisoned by the tampered drinking boxes. At 7:55pm on Thursday, a man described as a beggar was found lying on the ground near a traffic stop on Yunhe East Third Street, and was pronounced dead at the scene. Police say they found a green-colored Wanglaoji drinking box nearby the body.

Dongguan police have made an arrest in conjunction with this case. a man surnamed Guan, 44 and originally from Liaoning, was arrested this morning at 3am. Guan is said to have made a complete confession in which he admits to spiking the drinking products with rat poison. Guan’s motive for performing the crime is explained as being “angry with the world”.

Police did not release any details explaining how they were able to track down a suspect so quickly or how the suspect is connected with the crimes.

Police determined that four convenience stores had been targeted by the suspect.

All green-colored Wanglaoji drinking boxes sold at Chuangye Road and Bada Road convenience stores have been confiscated and taken off store shelves. Police have ordered Meiyijia stores to take Wanglaoji drinking boxes off the market for the entire city.

The city’s Public Security Bureau, hospitals, municipal food and drug administration, and other relevant departments have all said they will closely monitor developments in the case. As well these institutions say they will keep an eye on public opinion and debunk any rumors with timely clarification so as to “properly guide public opinion”.

Dongguan police are denying accusations of police brutality after an officer was caught on video yanking a factory worker by her ponytail backwards onto the ground, after which she was subdued by other police officers.

According to the uploader of the video and other witnesses at the scene, the incident occurred on May 19 during a labor dispute with a clothing factory. A legal representative of the factory had attempted to escape with workers’ wages but was discovered. Workers were gathered at the factory’s entrance when officers from the Beizha police substation arrived.

The 19-second video shows police getting out of a vehicle when one of them emerges pointing at the workers, approaching them and yelling, “Don’t move!” After a female worker turns her back on him, the police officer then violently pulls her backwards by her long ponytail, taking her down to the ground.

Unsurprisingly, Chinese netizens have expressed anger and disgust at the video. One person asked, “When have Chinese police ever engaged in legal measures? The worst are those in the city. I feel like we’re returning to the feudal system of ancient times.” Another poster asked, “The police are a legalized mafia – do they even think of the masses as human beings?

Acts of violence by civil authorities in China are most commonly associated with urban management workers, called chengguan. This led one person to ask, “Are these cops, or are these chengguan?

Police say they are investigating the incident.

Guangzhou police busted a gang of 16 foreign nationals and 2 Chinese nationals known as the “Freedom Fighters”. A substantial amount of cocaine and marijuana was seized in coordinated raids in Guangzhou, Foshan and Dongguan, which involved over 100 officers.

The foreign suspects’ nationalities have not been disclosed; but, police confirmed that the leaders’ names are Odunukwe Chinedu and Abdoulaye.

Already implicated in 5 robbery cases and 2 drug cases, the “Freedom Fighters” are described as a sophisticated gang consisting of a three-tiered hierarchy: a leader that consulted with a “clergyman”, a middle-tier acting as supervisors, and a lower-tier consisting of hired thugs used to rob, extort, distribute drugs, and other illegal activities.

The gang did not keep a low profile with regard to its activities. In an odd twist, they advertised their existence selling t-shirts and other paraphernalia emblazoned with their logo.

Today, the minimum wage will increase for full and part-time employees in 20 Guangdong cities, including Dongguan, Foshan, and Guangzhou. There has not been a wage increase in the region for two years.

Following Shenzhen’s example from March, the Department of Human Resources and Social Security announced that workers will receive a 19 percent average increase. Guangzhou workers will receive the largest raise of all, at 22 percent.

The cities are divided into four categories, depending on their regional development:

On March 1, Shenzhen’s monthly minimum wage increased by 12 percent, from RMB 1,808 to RMB 2,030 ($324), to offset chronic labor shortages in the region, and the increasing cost of living.

Known as a major manufacturing hub for electronics, it was long suggested that wage increases could lead to price hikes for products sold in the West. In 2013, Wired predicted that a higher minimum wage in the PRD, and beyond, “could cause a ripple effect across the world’s major technology companies,” with some companies eventually being forced to seek out cheaper labor elsewhere.

A Dongguan hotel tycoon, Liu Boquan, made a name for himself in 2010 after he used his private helicopter and speed boat to help local police chase down purse-snatchers. According to the Dongguan Times, Liu was awarded RMB 40,000 by the provincial and local governments for his heroic deed. But those were the good days, now the intrepid Samaritan has been stripped of his CPPCC membership and is currently under police investigation, China News reports.

The report did not specify what he has been charged with, but Liu, chairperson of several Dongguan four and five-star hotels, took a big hit during Dongguan’s anti-prostitution campaign when several of his hotels were caught offering sex services.

In one case, approximately 30 sex workers at Liu’s Huimei Tianlun Hotel went after the tycoon for outstanding salaries after the hotel was shut down in a police raid.
