Residents of Qingdao, Shandong were shocked last week to discover a man lying unconscious face down in the street at Pukou and Shenyang Road. Mr. Du, who was at the scene, said bystanders came to the man’s aid only to discover that he was drunk and didn’t want anyone’s help.

It’s not clear why the inebriated man refused help, but he wasn’t alone. The man’s three year-old son stood loyally by his father’s side and protected him from harm. Not only did the boy prevent the man from being run over by passing traffic, he also cleaned up the vomit from his father’s clothes.

Qingdao residents were as impressed with the boy’s love of his father as they were angry with the father’s lack of responsibility for the boy. One person said, “This father has no sense of responsibility, but the child is great. The boy stood in the freezing wind taking care of his father.” Some of the crowd reacted by giving the boy warm clothes to wear.

And as bystanders discovered, the three year-old boy’s love of his father extended to protecting him against the criticism from the crowd. A man named Wang said, “At the beginning, some of the bystanders criticized the man for being irresponsible. So it was unexpected when the boy came to his father’s defense. He said, this is his father. He stopped people from criticizing him, and protected him.

There are differing accounts of how the story ends. After lying on the road for two hours, one report claims bystanders called police, but by the time they arrived, the man had disappeared with his son. Another report claims police briefly spoke with the man, and he and his son left soon after, ignoring offers of help.

Either way, there’s no denying the man is very lucky to have such a loyal and loving son.

Guangzhou wants people to be more honest when they find a lost item, so has passed a law that will see people rewarded when they find something and turn it in.

Luo Zhenhui, deputy director of the city’s Public Security Bureau, said the law is expected to incentivize more citizens to turn in lost or stolen items so that government departments can locate the rightful owners.

Luo explained that the finder’s fee, which will be 10 percent of the value of the item, is processed through government channels: “The value of the items will be assessed and calculated by qualified third party companies and agencies,” he said.

Some 1,000 items worth 100,000 yuan (about $15,700) are turned over to the Guangzhou lost and found department every year.

It’s not clear how a finder’s fee will be determined for items with no retail value, such as passports, house keys or items with only sentimental value.

Zhang Yiri, an associate professor at Guangzhou City Polytechnic, said awarding 10 percent of an item’s value to the finder will encourage more people to hand in lost property and help to improve social morals and values.

In its report, the China Daily cites laws in Germany, Japan, and the UAE in which monetary rewards for returning lost possession are predetermined at set percentages.

This isn’t the first time finder’s fees have been mandated for the return of lost possessions in China. Back in 2010, a company in Nanjing caused a sensation by offering lost and found services to clients willing to pay a substantial reward for their returned goods. Working with street cleaners who turn in lost items, clients are obliged to pay a finder’s fee worth 30 percent of their returned item.

A spokesperson for the company explained that their services are provided for the good of society. “It’s a win-win result. The payment is a reflection of the value of our work, which has nothing to do with traditional morality.”

Beijing is considering passing a good Samaritan law in order to encourage residents to help each other without fear of reprisal or liability, making it one of the few cities in China to have such such a law.

The proposed law will provide legal protection against criminal liability to residents offering help to people in need. At the same time, any attempt to exploit good Samaritans will be punished.

Other Chinese cities have considered or passed good Samaritan laws of their own. Zhuhai last year took a different approach, choosing to reward rescuers with financial incentives. The proposed law will raise the maximum amount of compensation for a good Samaritan who loses the ability to work to RMB 800,000, among other measures.

In 2013, Shenzhen passed the first good Samaritan law in China. The law makes good Samaritans immune from any blame should their actions not be successful, and provides them legal aid should they get sued.

The need for a good Samaritan law has been prompted by recurring news stories in which good Samaritans end up getting punished for their good deeds. This past month, a traffic video was able to exonerate a Sichuan student who had been accused by the elderly man he tried to help.

The other side to the ugliness of altrusim in China is that people aren’t willing to serve as good Samaritans. In 2011, two year-old Wang Yue was ignored by 18 pedestrians who declined to help her as she lay dying in a Foshan car park after getting run over, dying days later from her injuries. Last year, a Shenzhen court found the city’s metro to be liable when a woman collapsed in one of its stations, eventually dying when no one came to her aid.

However, Samaritans sometimes run into trouble when they try and help. Last July, a Shenzhen man named Xiao Tu spent 15 days in prison because police say he used “excessive force” against a security guard who was molesting a woman at the city’s popular Windows of the World theme park. A changed man after the incident, Xiao was quoted as saying ““The next time I encounter such a situation, I won’t volunteer myself to help.”The next time I encounter such a situation, I won’t volunteer myself to help.”

Aside from legislating good Samaritan laws, there may be other ways to compel people to help strangers.

Coinciding with the good Samaritan proposal, last Friday saw the Beijing launch of Lei Feng magazine, named after the Chinese Communist Party icon. Like its namesake, the magazine will include stories of Chinese people performing good deeds, culminating in a monthly ranked list of good Samaritans.

nanjing broken vase foreignerThe “broken vase” trick is a scam in China where con artists feign being accident victims in order to win cash settlements from unsuspecting people that think they are at fault. It’s an old scam with many variations, and it’s a main reason why Chinese people are usually more than reluctant to help anyone in need, lest they became victims of fraud themselves.

Adding to the number of savvy Chinese that can spot such a scam, Weibo user “Piggy Sister That Doesn’t Want To Grow Up” published pictures that show “a clear and brazen case of the broken vase scam”.

The photographs show a man with an injured leg in the middle of the road outside the Nanjing Red Cross Society Hospital on the morning of September 17. A three-wheeled vehicle idles beside him as pedestrians and cyclists simply pass the fallen man.

When a non-Chinese man wearing dark green clothes comes forward to give help, he is criticized for having fallen for the “broken vase” scam. Of this, the Weibo user said, “The laowai can never understand…”

Many local shop owners said the incident happened after 7am when a non-Chinese man was seen speaking to the victim. Then he left, according to a reporter.

“Reminded Me of My Mother”

The reporter was able to track down the would-be good samaritan, a 30-something expat from the USA named “Sam” (a pseudonym) who is currently working in Nanjing. Sam said seeing the victim reminded him of his own mother, who was recently involved in a traffic accident herself.

However, Sam said he became very doubtful when he saw bystanders gathering to laugh at him. One bystander waved a hand at him and shouted, “No, no, no!”

Sam was not able to communicate with the man, who would only cover his forehead with his left hand and sporadically let out a shrill cry of pain. Sam saw he couldn’t do anything, so left. He said he couldn’t understand why the bystanders were trying to get him to stop.

“Broken Vase” or No “Broken Vase”?

For this to be a “broken vase” scam, the con artist would try to blame the fraud victim (Sam) for the accident and attempt to extort money, which didn’t happen. However, local Nanjing residents were still suspicious because the incident happened just outside of a hospital.

The Yueya Lake police sub-station confirmed the incident was not a “broken vase” scam, but something else entirely.

The story is this: Police from the Yueya Lake sub-station responded to a burglary at 1pm at Zhonghe Bridge after a man fell from a second story apartment. This unidentified man was not confirmed to be a thief, and was taken to Nanjing Red Cross Society Hospital to treat his broken leg.

The police say the unnamed man blamed police for the fall, and wants them to pay his hospital bill. Upon being discharged, the man lay down in the middle of the road as a way to claim his rights.

The incident occurred at around 2pm on August 17 on the east side of Fuzi Temple at Pingjiang Bridge.

The woman plunged into the river just a tour boat was passing by. The foreigner, on board the boat, noticed the woman in the water and dove in to save her. The woman’s boyfriend was also on scene and helped in the rescue effort.
