I can understand that, but statistically for every 1 drunk foreigner on a scooter there are thousands more local Chinese doing the same thing. It’s a waste of police resources to try and specifically target a minority that represents less than a tenth of a percent of the population and act as though they are the true source of the problem.

I have to kind of agree, near me there is this bar strip and lots of foreigners who live in the area drove their scooter drunks. Some of them actually got into some really serious accident and some death too

I’m just going to make a guess and say that the reason most exchange students get into trouble with traffic violations is because they assume after a few months of living here that there are essentially no laws or at least no enforcement. Pretending to act like the police are doing their job while everyone around you drives recklessly and carelessly seems foolish after the first couple months of always playing it safe.
