A China Daily report from June last year (http://europe.chinadaily.com.cn/business/2014-06/12/content_17583164.htm) stated vacancy rates countrywide of 22,4% in 2013! This was based on a study of 6 major cities, with the lowest rates of 18.5% in Shanghai.
