You can’t distinguish the difference between being HIV+ and having full-blown AIDS? This isn’t common knowledge?

There is a huge difference between the claim that the rates of HIV infection have gone up and the rates of people suffering from AIDS has gone up. The statistics and quotes you give towards the end of your piece contradict the claim you make at the beginning.
